IVGID's own passes page still says that owners of "No Beach Access" parcels "pay a reduced annual Recreation Fee and, as a result, do not receive beach access privileges." For fiscal year 2026-27, the reduction is $145.
A year ago it was $655. The Incline Village General Improvement District bills two charges on the Washoe County tax bill. Apart from a short list of exempt land, such as religious and educational parcels, public land, and certain common areas, every parcel pays the Recreation Facility Fee. Only parcels that were in the district before June 1, 1968, the parcels tied to the beach deed, also pay the Beach Facility Fee. In FY2026-27 that second charge is the entire cost difference between the two kinds of parcel, and the board just made it much smaller. If you are weighing a home inside the deed against one outside it, a discount that used to show up every year on the tax bill has largely gone away. The access difference is unchanged.
The Line Everyone Watches Stayed Flat. The Split Didn't.
IVGID's June 1, 2026 FAQ lists the adopted FY2026-27 fees as $1,385 Recreation plus $145 Beach, for a combined $1,530. For FY2025-26 the split was $720 Recreation plus $655 Beach, totaling $1,375. On a beach-deeded parcel, the bill rose $155. On a parcel annexed after June 1, 1968, which pays only the Recreation fee and has no use of the beaches or boat launch, it rose $665.
IVGID's published fee history shows how far the gap has moved in a short time. The "gap" column is just the Beach fee, which is the only thing a beach-deeded parcel pays that a Recreation-only parcel does not.

In FY2023-24, an owner outside the deed paid no IVGID facility fee at all. In FY2026-27 that same owner pays 90 percent of what a beach-deeded neighbor pays. The perks follow the same math. IVGID sets each parcel's Punch Card value at 56.62 percent of its facility fee, split across five cards. For 2026-27 that works out to $157 per card for parcels without beach access and $173 per card for parcels with it.
The Draft Had a Different Answer
This split was not the plan in mid-May. The draft county tax roll report, which was noticed May 15, 2026 for the May 27 hearing, set the same $1,530 total as $837 Recreation plus $693 Beach. At those numbers, a Recreation-only parcel would have paid $837 and the annual gap would have been $693, slightly wider than the year before. On May 27, the board instead adopted Resolution 1926 at $1,385 and $145. The vote was 4-1, with Trustee Ray Tulloch voting no.
The total was settled earlier. On April 29, 2026, the board accepted the FY2027 facility fee 3-2 after removing an ice-skating project, with Chair Michaela Tonking and Trustee Tulloch voting no. Staff had proposed $1,570, and taking out the rink cut about $40.
None of the IVGID documents or local coverage we reviewed explain why roughly $548 moved from the Beach line to the Recreation line between the draft and the adopted resolution. IVGID's FAQ says fees are set to cover debt, capital spending, and operations for the district's recreation and beach facilities. The minutes we found contain no trustee explanation for these specific figures. A buyer should treat the split as a decision made one year at a time, with nothing guaranteeing it carries into 2027-28.
Why the Seller's Tax Bill Is a Weak Forecast
Most buyers estimate carrying costs from the seller's most recent tax bill. In Incline Village, that bill may show a fee that has since tripled. The combined fee was $450 for the year ending 2025. It is now $1,530. IVGID says the cuts of FY2023-24 and FY2024-25 forced it to draw down reserves for operations, capital, and debt, and describes those reserves as "severely diminished." The board raised the fees to restore the district's financial footing while "many expensive capital improvement projects" are under construction or being planned.
When asked whether fees will rise again, the district gives a conditional answer. It names the Incline Beach House Project and the Snowflake Lodge Replacement Project as the big-dollar items, and says fees "may go up or down" depending on how large those projects end up.
Here is where each project stands as of early October 2026:
- Incline Beach House. In December 2025 the board approved a $9,415,617 construction agreement with CORE Construction, as the Tahoe Daily Tribune reported. IVGID's project page, updated August 20, 2026, reports that demolition, the deep underground utilities and vault, the footings, the stem walls, and the foundation pour are done. Its next steps include sidewalks, building enclosure, and winterizing the site. IVGID gives an $11 million capital budget and says the money was collected through facility fees. Its May 2026 notice targeted completion for mid-summer 2027.
- Snowflake Lodge at Diamond Peak. On September 23, 2026, the board approved an $811,332 contract with CCY Architects for 30 percent design, 3-0, with Trustee Tulloch abstaining. Project Manager Bree Waters described the phase as schematic design and community engagement, "not a final commitment to construction or a specific financing plan." The needs assessment priced the options from $28,354,000 to $49,647,000.
A Beach House that is mostly paid for and a lodge with no settled price both bear on the next fee cycle. The current split, which loads costs onto the Recreation line that every assessed parcel pays, is one reason the next lodge decision affects owners outside the deed as directly as owners inside it.
What the Deed Decides, Regardless of the Fee
The fee can be reset each year. The access line cannot. IVGID ties Beach Access to the June 4, 1968 deed and to the parcels named in it. Its 2026 ordinance lists Incline Beach, Burnt Cedar Beach, Ski Beach, and Hermit Beach.
Mailing address and community name do not settle the question. In a 2011 opinion, the Ninth Circuit considered Frank Wright's Crystal Bay property. The court found it inside IVGID's current boundaries but outside the 1968 property, and upheld the denial of beach access. In 2014, the Nevada Supreme Court ruled against Steven Kroll's state challenge, upholding the access restrictions tied to the 1968 boundaries. The district's own documents use slightly different cutoff wording, so the dependable check is the specific parcel's status on IVGID's roll.
The last published count gives a sense of scale. In an August 2024 report, IVGID's acting general manager said 7,419 parcels paid both fees and 400 paid only the Recreation fee. That is a 2024 figure, not a current count, but it suggests Recreation-only parcels are a small share of the district.
Questions to Settle Before You Write an Offer
- Is this parcel on the beach roll? Ask IVGID directly, and check that the seller's tax bill shows a Beach Facility Fee.
- What does the current bill show? Make sure the figures you budget with are the FY2026-27 numbers, not a bill from the low-fee years.
- What happens to the seller's cards? IVGID's public guidance does not say whether existing Picture Passes or unused Punch Card balances carry over at closing. Picture Passes belong to the named person, and Punch Cards expire each May 31. Confirm this with the Parks & Recreation counter at 980 Incline Way.
- How are you tracking the board? Watch the next fee cycle and the Snowflake decisions. Incline Village News lists the next board meeting as Wednesday, October 14, at 893 Southwood Boulevard.
Frequently Asked Questions
Is anyone challenging the Recreation fee? At the September 23, 2026 meeting, Trustee Mick Homan defended the fee, said the Nevada Supreme Court had upheld its validity, and urged residents not to donate to a proposed lawsuit against it. The same meeting included a dispute over a survey Trustee Tulloch ran through FlashVote, which other trustees criticized as using misleading figures. We found no filed case, named plaintiff, or case number.
Can a Recreation-only owner use the beaches at all? A "No Beach" Picture Pass still gets reduced rates for golf, ski, tennis and pickleball, the Recreation Center, and rentals such as The Chateau, but it does not include beach admission. IVGID handles beach entry for these owners under its guest rules.
Do part-time owners pay less? No. IVGID charges the full annual fee no matter how long you occupy the home, on the grounds that much of it pays for capital work and debt.
